School District Wants to Close Roots International Academy This School Year

As students and teachers were celebrating and preparing for the holiday winter break, officials of the Oakland Unified School District held a meeting at Roots International Academy to tell families and teachers that their school will be closed at the end of the current school year.

The announcement on the evening of Tuesday, Dec. 18 – only four days before the start of the holidays – was delivered by Supt. Kyla Johnson Trammell, a team of central

Roots is a neighborhood middle school at 66th Avenue and International Boulevard in East Oakland. The school shares a campus with a much better funded sixth through 12th-grade school, Coliseum College Prep Academy (CCPA), which make may take over the entire site if Roots closes.

The district’s decision, re­peated in a robocall to the entire school community on Friday – the last school day of the year, was blunt. The school will be closed and the students dispersed to other schools throughout the district. Students were promised an “opportunity ticket,” a pledge they would be able to enroll at a higher preforming school else­where in the district.

Without waiting for Roots or public input, the Board of Edu­cation is scheduled to start the process of closing the school at its first meeting after the win­ter break on Wednesday, Jan. 9, making the final decision on Jan. 23.

The large turnout at Tuesday’s meeting was surprising, accord­ing to people at the school. More than 100 parents, students and teachers took time from their holiday preparations to come to the meeting to speak out against the district’s rushed decision.

Reacting with surprise and anger, speakers expressed their concern that the district was making the decision without consulting them. They said the district is disrupting their children’s education and destroying their school community.

The district bears responsibility for neglecting and under-funding Roots for years, as well as frequently disrupting the school by chang­ing principals and removing staff and teachers, they said.

“They told the staff and community (at the Tuesday meeting) … that they would displace our neighborhood kids to schools that are not in their community,” said Roots teacher Quinn Ranahan in a Facebook post.

“The district told us that community voice(s) would not have anything to do with their choice as to whether to close a neigh­borhood public school,” Ranahan said. “School Board Rep. Shanthi Gonzales verbally committed to closing Roots without reason.”

“OUSD, how can you close a school you never fully funded?” she asked.

“Why are they targeting Roots so quickly? What’s the rush?” Asked Ornelas.

“We’re trying to get the answers for our community,” she said. “People are devastated, parents and students alike. It’s heartbreak­ing. There are no clear answers.”

“Our kids need a one-on-one connection with adults,” she said. “They need to know they have somebody they can talk to. At Roots they have it. If they go to a bigger school, many of them will fall through the cracks.”

In statement to the Post, district spokesman John Sasaki said, “The plan is to absorb many students into the adjacent Coliseum College Prep Academy. All other students will receive an opportunity ticket which will give them priority placement to a higher performing mid­dle school.”

The Oakland Post has heard from staff that only a handful of stu­dents will be able to transfer to CCPA. The district so far not ex­plained whether the “Opportunity Ticket” amounts to more than a vague promise, which “higher preforming” schools students will be made available or why Roots cannot be merged with CCPA.

Last year, Roots had 309 students, 29 percent African American and 60 percent Latino, according to state statistics. The student popu­lation may have fallen last school year after an infestation of rats or mice led parents to pull 40 to 60 children from the school.

Megan Bumpus, a member of the Oakland Teachers Association (OEA) executive board, questioned why the district is ignoring its own community engagement plan for closing up to 24 schools in the next few years.

“Getting a robocall at the start of winter break announcing that your child’s school is closing is not community engagement,” Bum­pus said.

“Saying that there’s a three-year Blueprint process with a Board vote but then officially announcing that a school is closing in a few months without following the plan creates mistrust in a system de­signed to fail students of color in targeted neighborhoods,” she said.

The Roots community is are asking for people to attend the school board meeting on Wednesday, Jan. 9, 5:30 p.m., at La Escuelita Edu­cation Center, 1050 2nd Ave. in Oakland.

Defend and Transform Oakland’s Public Schools

The Post Salon co-sponsored a community dialogue on schools Sunday, Dec. 9. along with Oakland Public Education Network (OPEN), Educators for Democratic Schools, the New McClymonds Committee and the Ad Hoc Committee of Parents and Education.

Speaking at the meeting were Oakland teachers, parents and community leaders concerned about low teacher salaries, upcoming budget cuts and the threat of closing schools and selling or leasing the campuses to charter schools.

Mike Hutchinson from OPEN said, “There’s only one way to stop this. That’s to organize.” And he presented information to indicate that the district is not really in a deficit. Taylor Wallace explained why the state does not have Black and Latino teachers and called for changing this serious situation. Oakland teacher Megan Bumpus represented the Oakland Education Association and explained the teachers’ struggle with the school district.

Among ideas presented at the Salon was a brief draft program that includes demands on the State of California, which bears much of the responsibility for Oakland’s problems.
While the district may be guilty of misspending, it is the State of California that is responsible for funding and is depriving the public schools of the money they need to serve the needs of Oakland children.

And it is the State that decides who is allowed to teach and creates obstacles that keep some of the best young teachers out of the classroom.

At the end of the dialogue, participants adopted a motion to hold a press conference at the State Building in January.

Draft of a People’s Program:

  1. No public school closings. Closing schools does not save money. It hurts kids and neighborhoods.
  2. No sale of public property. A major element of privatization is selling off the legacy of publicly owned property and institutions left to us by earlier generations of Oaklanders.
  3. No budget cuts to the schools. California is one of the richest economies in the world. It has a budget surplus, a Democratic majority in the legislature, and the capacity to fully fund schools.
  4. End the teacher shortage and the lack of Black, Latino, indigenous and Asian teachers by eliminating such barriers as multiple standardized tests and multiple fees and by reforming the non-elected, unrepresentative State Commission on Teacher Credentialing.
  5. Rescind the remainder of the debt imposed on Oakland by the State legislature 15 years ago and spent by state-appointed administrators without input from Oakland residents
  6. A living wage for all school employees. A first-year teacher, a custodian, a school secretary should all be able to live in the city where they work, if they wish to do so. That’s a “community school.”
  7. End the discrimination against schools below the 580 freeway.
  8. FCMAT (Fiscal Crisis Management and Assistance Team) out of Oakland. Democratic control of our school budget and school governance.
  9. Open the books of the Ed Fund, which was created by non-elected State Administrators and does not provide transparency.
  10. Reduce class sizes, standardized testing, test prep, age-inappropriate expectations, unnecessary bureaucracy, and mid-year consolidations. Engage parents and teachers in a collaborative recreation of special education and the education of immigrant and emergent bilingual students.

Oakland Pays Tribute to Outgoing Councilmember Desley Brooks

Oaklanders crowded into City Council chambers this week – the last meeting of the year – -to pay tribute to outgoing Councilmember Desley Brooks, who represented District 6 in East Oakland for 16 years.

Brooks, who was excused due to illness in her family, did not attend the meeting.

Almost 40 people signed up to speak about the issues Councilmember Brooks championed – including homelessness and construction jobs for Black and Latino workers – and praise her for courageous stands on behalf of the city’s most vulnerable residents.

Two drummers beat a solemn, celebratory rhythm, and the crowded chambers reverberated with clapping, cheering and chants of “Desley! Desley! Desley!”

Those who appreciated the work of Councilmember Brooks, especially her outspoken demands for equity for Black Oaklanders, crowded around the podium as Oakland activist Carroll Fife spoke of the “scars and battle wounds that Brooks took for standing up for us in this city.”

“Desley was the lightning rod that took all of the bad energy from the press, from you all (on the council), from the gentrifying agents of the city. She took it, and she wore it. She is African. That is what we do…

“Desley was unapologetically Black. (She) unapologetically stood with the people who are most in need.”

Over her years in office, Brooks helped create the landmark Race and Equity Department, fought for Black neighborhoods stigmatized by the War on Drugs to have equitable opportunities to engage in the legalized cannabis industry and stood up to the police chief and mayor when they violated Oakland’s Sanctuary City ordinance.

Earning the anger of state construction trade unions, she recently had been questioning the proposal for a Project Labor Agreement that would give all the construction jobs on city projects to segregated unions that have few Black members.

Though members of the council praise ‘bad sistas,’ said Fife, “We have to talk about the difference and the disparity. She cannot be bad on that seat (on the council), but Libby gets to be ‘Oakland Tough’ (referring to one of the Mayor Schaaf’s recent campaign slogans).”

“You did not lose your seat Desley Brooks – it was stolen from you by the mayor, by independent expenditures, by the half a million dollars (they raised) to put out of office so you couldn’t represent us,” Fife continued.

“We see, and we are united.  We are coming together. This is bigger than Desley, but Desley was our drum.”

Opinion: Disguised Discrimination Against Black Workers Returns to City Council Agenda

Hold Public Hearings Before Passing a Project Labor Agreement

Black workers get only 9 percent of the work on city-funded projects, although Black people make up 25 percent of the Oakland population.    The City Council is scheduled vote next week to continue or even reduce this small percentage of Black employment.

The proposal for a Project Labor Agreement (Item 13 on this week’s City Council agenda) is actually not as complicated as it sounds.  For most employment you apply for a job, and if the employer discriminates you make a complaint.

With a citywide Project Labor Agreement, the construction unions decide who works and you cannot complain, if you do not belong to the construction union.

Of course, in most industries we support what unions ask for, because they are working for the common good.  In the case of the construction unions,  they will not disclose their membership by ethnicity, and from all the available evidence they have few Black members.

So guaranteeing them all the work is guaranteeing that Black people will have little of it.

Making this Council motion even more deceptive is the fact that it is hidden in a social justice proposal to use public land for public good.  So council members and the construction trades have set up good folks to oppose an important policy on public land, because they insist on hiding a discriminatory policy on employment within it.

What should happen?

Council members (Kaplan and Guillen) should:

  • Separate the two issues;
  • Pass a strong public lands policy; and
  • Hold public hearings on the Project Labor Agreement so that Oaklanders can understand the issues, deliberate, and propose Oakland city policies that both protect all workers and enhance Black participation in construction.

Health Advocate Margaret Gordon Receives West Oakland Health Trailblazer Award

West Oakland Health is honoring Margaret Gordon, co-director of the West Oakland Environmental Indicators Project (WOEIP), with a West Oakland Health Trailblazer Award for her work as a “forward thinker in the field of health care.”

“The purpose of the …Trailblazer Award is to recognize and honor an individual who has demonstrated innovation, creativity and overcoming obstacles to meet the challenges of health care delivery in education, clinical service, public policy or community service,” according to the award letter sent to Gordon.

Gordon will receive the award at West Oakland Health’s 50th Anniversary Gala Celebration Saturday, Feb. 16 at the Marriott Hotel, 1001 Broadway in Oakland.

Gordon co-founded WOEIP in 2003 to fight to clean up air quality in West Oakland, classified as a major “toxic hotspot.” The community is located next door the Port of Oakland, a hub for ships and diesel trucking, which produces 90 times more diesel emission participates per day compared to the state of California.

Up until the founding of WOEIP, the voices of West Oakland residents were entirely absent from the Port of Oakland’s governing process.

“I was the first member of the impacted community in over 80 years to meet at a table with Port of Oakland executives,” said Gordon said in an interview with Breathe California – California Golden Gate Public Health Partnership.

Since the launch of WOEIP, the Port of Oakland has reduced its emissions by 70 percent, and Gordon has been a principle catalyst.

West Oakland Health is a nonprofit community health center with four sites providing primary care, women, children, and infant care, behavioral health, substance abuse recovery services and an oral health program to residents of West, North and East Oakland, Emeryville and Southwest Berkeley.

Opinion: Climate Change Intensifies Injustice in East Oakland

Mask Oakland and Communities for a Better Environment (CBE) deliver breathing masks to local communities.

With the haze of Butte County’s “Camp Fire” looming over the Bay Area, the injustices people face have become ever more evident. During this fire, we are most concerned for the health of children, those with asthma and other respiratory issues, outdoor workers and our unhoused neighbors.

Suggestions to stay indoors and switch out masks every eight hours are not feasible as an ultimate solution. It took hustle to get masks to share with schools, local organizations and the unhoused.

We still do not have enough for all that need them. We know that masks are not enough.

Our adult masks do not properly work for children because of fit and activity. The recommendation has been to keep children indoors with air filtration. This is difficult as air filtration devices are not affordable for low-income people, and information on making your own air filtration device is not as accessible.

Everyone has been told to stay indoors to avoid this poor air. This is not possible for our unhoused neighbors and for those housed in spaces unable to keep outdoor air from coming in due to poor insulation.

Poor air quality impacts are nothing new to East Oakland residents. Exposure to pollution from 880, industrial land uses, the Oakland Airport and the Port of Oakland has resulted in harsh smells, nausea and flare-ups of asthma.

In East Oakland, there is twice the rate of asthma emergency department visits. People in the hills of Oakland, on average, will live 15 years longer than those in the flats. Smells reach local schools and recreation centers, which do not have air filtration.

Breathing in East Oakland is a problem year-round. Many residents in East Oakland are Black and Latino, and race has historically not been considered in planning decisions. Most recently, a mega-crematorium, which will burn 3,000 bodies a year, was approved near a neighborhood that is nearly half Black and Latino.

The following are some of CBE’s demands, calling on the City and other regional agencies to act with urgency to bring forth justice year-round:

  • People must be housed, and housing must be affordable. Our unhoused neighbors and those struggling to stay in their housing need shelter. We demand 100 percent affordable housing on public land.
  • Make major investments in community centers, senior centers, schools and libraries to turn them into hubs for daily healing and emergencies, including climate change-related disasters.
  • Schools need air filtration, including: Brookfield, Madison, Esperanza, Fred Korematsu Discovery, Rise, New Highland, ACORN/Woodland, EnCompass, CCPA, Greenleaf, Community United, Roots, Futures School of Languages, Aurum Prep, Aspire Golden State, Lodestar, Lighthouse, and Lionel Wilson.
  • Address local air quality by funding major greening projects and air filtration.
  • Help families in healing from long-term exposure to air quality
  • Rezone East Oakland. Current zoning does not provide enough of a buffer needed to protect neighborhoods next to industrial uses.
  • Develop an environmental Justice element in the City of Oakland’s General Plan.
  • We demand local jobs.

We demand urgency but must work at the pace of the community. Major education is required to inform people of upcoming impacts and emergency resources.

Castlemont High Celebrates Coming Out Day

This year,  Castlemont High School celebrated National Coming Out Day for the first time. On Oct. 11, Castlemont students, teachers, and staff joined the yearly celebration, a holiday that creates awareness for lesbian, gay, bisexual, transgender and queer people while encouraging them to be open about their sexuality and identity.

Steven Reaves, Castlemont’s theater teacher and LGBTQ liaison, organized the celebration by hanging up pictures of famous LGBTQ people around the school and hosting a lunchtime party in his room.

The party featured music and pizza and attracted about 50 people. The attendees were mostly Castlemont students, but Castlemont teachers and one student from a neighboring charter school, Leadership Public School of Oakland, also attended.

“I was shocked,” Reaves said. “I didn’t expect that many people.” Although LGBTQ students showed up for the party, Reaves says he thinks there were also many straight people who “came to support not only their peers, but also me as a gay teacher.”

In addition to the school-wide celebration, some Castlemont LGBTQ students found and created their own meaning for National Coming Out Day. One student came out to his family as gay. Another student, a transgender teenage girl named Luis Salas, announced that she was running for homecoming queen.

Salas’s announcement marks the first time that an openly transgender person has run for homecoming court in Castlemont High School’s history. When asked about why she was running she said that she cared more about changing the school than winning. Salas has been openly transgender since 7th grade, which she said was hard at first but has become easier as time has passed.

“There aren’t really a lot of openly trans people here but there are a lot of gay people,” she said. “Since I started being more open I feel like people have started following under my footsteps.”

Oakland Race & Equity Dept. Report Calls for End to Systemic Racial Disparities

City Councilmembers  this week took the “first step” to implement the “2018 Oakland Equity Indicators Report,” a recent study that provides data on racial disparities experienced by African Americans and Latinos in nearly all areas of life in Oakland, including housing, health, public safety and education.

The report, a joint project of the Resilient Oakland Office and the city’s Department of Race and Equity, was released in July. The plan now calls for the council and city departments to begin to examine policies and programs “through intentional focus on race and ethnic disparities and their root causes,” said Darlene Flynn, director of the Department of Race & Equity, speaking at Tuesday’s meeting of the council’s Life Enrichment Committee.

The report was funded by a $140,000 grant from the Rockefeller Foundation,

The ultimate goal is “fairness,” which means that “identity—such as race, ethnicity, gender, age, disability, sexual orientation or expression—has no detrimental effect on the distribution of resources, opportunities and outcomes for our city’s residents,” according to the report to the council submitted by Flynn.

The report will be updated each year, “measuring how much we have changed (in terms of) what our outcomes are,” because “if we keep doing things the same way we are doing them, we will keep getting the same outcomes,” Flynn said.

The report looked at Oaklanders’ quality of life based on 72 indicators in six areas: economy, education, public health, housing, public safety and neighborhood and civic life.

On a scale of 1 to 100, the report gave the city an overall average score of 33.5. The number 1 represents the highest possible inequity, while 100 represents the highest possible equity.

“This is not good news. It should also not be surprising news for people who are paying to attention to how people’s lives are going in (Oakland),” Flynn said.

“This (report) shows that race does matter. Every area that we looked showed some level of disparity by race and usually quite a bit of disparity,” she said.
One indicator, “Oakland Poverty Rate by Race/Ethnicity,” shows that 26.1 percent of African Americans live at or below the poverty line, while only 8.4 percent of whites are classified as poor.

In other words, “African Americans are three times more likely to live in poverty than whites,” she said.

In addition, one of five Latinos, 21.9 percent, live in poverty. Overall, the poverty rate in Oakland is 17 percent.

This pattern can be seen in nearly all of the 72 indicators: African Americans are the most “negatively impacted,” followed by Latinos, she said.

On 12 indicators, the city received a 1.0, the lowest possible score:

  • Education – student suspensions
  • Education – teaching staff representative of the student body
  • Public Health – child asthma emergency department visits
  • Public Health – substance abuse emergency department visits
  • Housing – homelessness
  • Public safety – adult felony arrests
  • Public safety – jail incarceration
  • Public safety – prison incarceration,
  • Public safety – use of force
  • Public safety – homicides
  • Public safety – juvenile felony arrests
  • Neighborhood and Civil Life – pedestrian safety

The five highest scoring indicators:

  • Equal Access Accommodations (language access) – 100
  • Adopt-a-Drain – 80
  • Homeownership with mortgage – 78
  • Life expectancy – 77
  • Labor force participation – 72
  • Participation in workforce development – 72

A high score does not necessarily mean that an outcome is good, but that is it more equal across different groups of residents.

Flynn, who has headed the Department of Race and Equity since it was formed two years ago through the efforts of Councilmember Desley Brooks, was cautiously optimistic about what the work around the new equity report can achieve.

“This is just the first step, not the end of the story,” said Flynn, pointing out that government played a role in creating the systemic inequities that exist, and it can play a role in reversing them. “I have some level of optimism that with public will, with leadership support, with changes in strategy, we can make a difference,” she said. “By leading with race, we can make a difference.”

Clergy Leaders Endorse Desley Brooks While Mayor and Developers Raise Money to Defeat Her

Brooks’ opponents are spending nearly $400,000 in District 6

A huge amount of outside money is being spent by outside interests tied to Oakland Mayor Libby Schaaf and her developer and building trades allies to back the candidates who are trying to unseat veteran City Councilmember Desley Brooks.

Brooks, who has significant grassroots support and financial backing, is facing four opponents and two Political Action Committees that have war chests totaling over $360,000, close to five times as much as Brooks has raised.

“The influence of outside money has been dictating and changing the culture of our city for years now,” said Angela Thomas, a lifelong resident of Oakland and former family childcare provider who has lived in District 6 for 14 years.

“Now, it seems that same money, currently being directed by Mayor Libby Schaaf and her big money donors, is seeping into a local election in our neighborhood, distorting the facts, rehashing old news and aiming to take out an elected official who has consistently stood up to them and who has also stood up for us, and I take it personally,” she said recently in a media release for a press conference on the steps of City Hall.

“The Mayor and her donors are using her power, influence and big money to take out Desley and poison the water in a local race,” said local civil rights attorney Dan Siegel, a District 6 resident.

The largest of the two PACSs that are funding mailings and canvassing against Brooks is “Oaklanders for Responsible Leadership, Opposing Desley Brooks for Oakland City Council,” which has $81,665 in donations but has already spent $114,479 as of Oct. 20.

Many of the donations to this PAC come from regional and statewide building trades unions, which do not hire very many Black workers on Oakland projects and work together with developers to support continuous gentrification and displacement of local residents.

Among the donations are: Sprinkler Fitters and Apprentices Local 483 PAC in Sacramento for $15,000, International Brotherhood of Electrical workers Local 595 in Dublin for $10,000; Sheet Metal Workers Local Union No 104 in San Ramon for $10,000; and the State Building and Construction Trades Council of California for $10,000.

Other contributors to the Anti-Brooks PAC were Libby Schaaf, $999.99; Oakland Metropolitan Chamber of Commerce, $7,500; Kenneth Schmier, self-employed investor in Emeryville, $4,990; Lisa Schmier, retired, in Larkspur, $4,990; and Kim A. Thompson, attorney, PricewaterhouseCoopers, $2,500.

The other PAC, “Citizens for a United Oakland, Opposing Desley Brooks for City Council,” has raised $26,100 and spent $31,320 as of Oct. 20.

Donations to this PAC include: Robert Spears, Shoreline Venture Management, $4,500; Derek Benham, Piedmont CEO of Purple Wine, $4,500; Stephan Pezzola of Oakland, business consulting Yorkshire Ventures, $2.500; and Frank Yeary, Berkeley, Executive Chairman, Camberview Partners, $1,000.

Of the four candidates running against Brooks, the one with the most donations is Loren Taylor, who has worked in non-profits and is a PTA president. As of Oct. 20, he listed campaign contributions of $141,041.

Among his contributors are: Jeremy Zachary, Gold Coast Industries, $800; Joe Simitian, Palo Alto, Santa Clara County Supervisor, $800, Andrew Deangelo, General Manager Harborside Health Center, $700; and Louise Godfrey, Piedmont, $600.
Taylor loaned his campaign $8,000 of his personal funds.

Natasha Middleton, a management analyst at the Alameda County Probation Department, has reported $68,874 in donations and $74,862 in expenditures as of Oct. 20.
Her contributions include: International Brotherhood of Electrical Workers Local 332 in San Jose, $1,600; Leigh Morgan, Seattle, executive, Bill and Melinda Gates Foundation, $750; Northern Calif. Carpenters Regional Council, $1,600; Plumbers & Steamfitters Local 460, Bakersfield, $1,000; Southern California Pipe Trades District Council 16, Los Angeles, $1,600; and Plumbers and Steamfitter Local Union No. 230, San Diego, $1,600.

Marlo Rodriguez, a Registered Nurse, has raised $24,534 so far.  She has loaned $16,680 to her campaign.  The donations to her campaign are mostly about $100.

Mya Whitaker, a counselor for foster youth, has raised $15,691 at Oct. 20.

Her funders include William Koziol, Crockett, $800; Rebecca Vasquez, Sacramento, $800; Khalil Yearwood, San Francisco with Gibson Dunn, $800; Jason Burke, Sunnyvale, corporate/business official, Aosense, $800.

Report: Oakland Can House 2,000 Homeless People in 6 Months “If Political Will Exists”

The Housing and Dignity Project released a report this week showing that solutions to housing Oakland’s unhoused residents are available, if the political will exists.

A collaboration between The Village, the East Oakland Collective, and the Dellums Institute for Social Justice,  The Housing and Dignity Project’s report, “Housing Oakland’s Unhoused Report,” is available on the Dellums Institute’s website, http://dellumsinstitute.org/community-justice-data/.

It is the perfect response to the recently released UN Report that called out only two cities in the US for human rights violations of the homeless–Oakland and San Francisco.

As the UN Special Rapporteur on Adequate Housing, Leilani Farha, decried in the recent special report, “The world has come to accept the unacceptable.”  With escalating income inequality and “systemic exclusion” of the poor, nearly one in four of the world’s urban population lives in informal settlements or encampments—883 million people.

These intolerable conditions exist not only in Mumbai, but shockingly, in US cities like Oakland and San Francisco.

With Oakland’s out of control housing market and 75 percent increase in median rents since 2014, escalating numbers of Oakland’s working poor have lost their homes.

Said Needa Bee, leader of The Village, “It took the United Nations to validate what unhoused people have been saying.  Instead of working with us, the City of Oakland has bulldozed community housing, denied its residents struggling to survive access to basic rights to water and sanitation, evicted encampments, and criminalized the homeless.”

Spurred by the City of Oakland’s failure to adequately house over 9,000 unhoused Oakland residents (a more accurate number according to the Alameda County Healthcare for the Homeless Program research), the Housing and Dignity Project recently convened unhoused residents to design strategies that can provide immediate and long-term housing solutions.

“Unhoused residents who have been the most impacted by Oakland’s insane housing crisis know what solutions look like.  The problem is that few people are willing to listen,” said Candice Elder, leader of the East Oakland Collective.

The “Housing Oakland’s Unhoused Plan” harnesses alternative building solutions and community ingenuity with available public land that could provide over 7,000 new housing units for the unhoused.

As former Oakland Deputy City Administrator and co-architect of the Plan, Margaretta Lin, said, “I was at the City of Oakland during the Great Recession and witnessed firsthand the power of government to solve big problems.  We need government to unleash their full powers to partner with unhoused residents and reverse Oakland’s current course.  Systemic exclusion and human rights violations are happening on our collective watch.”

The report identified short term emergency solutions implementable within six months including:

  • Housing 1,200 people in tiny home villages for up to $7,500 per unit;
  • Housing 800 people in mobile homes for up to $35,000 per unit;
  • Utilize 50 parcels of available public land in Oakland that could produce 7,300 housing units.

These scalable solutions could immediately house 2,000 people for about $23 million, less than the cost to build one 40-unit building. In addition, the Housing and Dignity Project has identified city, county, and state available funds for their plan.
